L0: Manual cloud
Humans do everything. Console clicks, templates, YAML, tickets, handoffs, and production changes all depend on human expertise.
L1: Assisted cloud
AI helps humans write cloud work. Agents draft scripts, templates, documentation, and runbooks, but humans still execute and own every step.
L2: Generated cloud
AI generates deployable infrastructure. The team reviews changes, approves plans, and applies them through normal pipelines.
L3: Guardrailed cloud
Agents act inside policy. Budgets, blast radius, security rules, regions, and approval gates limit what agents can do.
L4: Self operating cloud
Agents operate and heal known patterns. They scale, remediate, rotate, and optimize within a defined operating envelope.
L5: Bounded autonomous cloud
The cloud runs by intent inside limits. Humans define goals, constraints, policies, and acceptable risk. Agents continuously translate them into architecture, deployment, operation, and improvement with audit and rollback.
